Programme Coordinator

Project Duration: 12-18 months
Position Start Date: September 2010
Position Location: El Geneina, West Darfur, Sudan
Supervisor: Delegate Sudan
Type of Posting: unaccompagnied

Swiss salaried contract 2200 € < > 3000 € /month according to experience x 13, Vacancy: 25 days per year + R&R policy, local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.

General responsibilities:
Overall operational responsibility for Tdh child protection and camp coordination – community based programmes in Darfur under direction of Delegate and with support of Psychosocial Officer, Child Protection Officer and Community Liaison Officer, as well as oversight of administration and security with support of Administrator and Logistician. Tdh HQ itinerant delegates fulfil punctual support mandates as agreed between Desk Officer and Delegate.
The titular will conduct his or her duties in respect of the charter of Terre des hommes (Tdh) and the Tdh Child Protection Policy.

Special recommendations bound to the station of Programme Coordinator
The Programme Coordinator will work in direct collaboration with the mission personnel and interface directly with Delegate as appropriate for programme strategy, reporting and administration. (S)he has direct access to confidential information, such as: the general strategy of Tdh in Sudan, including programming objectives in the field and financial details, and the security guidelines. The context of ongoing conflict presents inherent risks. A professional sense of security, confidentiality, and proper representation is paramount.

Child Protection Policy
Commits to respect the Child Protection Policy.
Commits to ensure the best implementation possible of the Child Protection Policy in Darfur, including participation in annual audit, and review and update of action plan.
Commits to inform the DEL and/or CPO and/or Desk Officer and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy

Line Management:
Supervises the Community Liaison Officer (CLO), Psychosocial Officer, Child Protection Officer, Administrator, Logistician and additional expatriate resources as posted in Darfur; receives updates and makes recommendations to the Delegate (DEL) and Administrative Coordinator (ADM) based in Khartoum concerning programme, security and administrative issues.

Program Strategy and planning
• Manages programming aspects of the mission in respect of Tdh and donor standards.
• Designs strategies and objectives with DEL for improved support to beneficiaries.
• Participates in the review of the strategy for Terre des hommes in Sudan.
• Ensures the representation towards stakeholders in El Geneina: GoS, UN agencies, NGOs, local structures.
Corporate Policies, Management Systems and Procedures
• Contributes towards promoting and adhering to Terre des hommes’ Charter, Code of Conduct and Operating Principles.
• Provides oversight that established child care practices comply with Tdh Emergency Unit standards: reference manual.
• Provides oversight that established camp coordination practices comply with UN mandate and Sphere Standards as possible.

Child Protection/Camp Coordination
• Acts as the instrument of management and facilitation for program activities; ensures proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members.
• Follows and ensures respect of programme action plans; facilitate exchange and troubleshooting; follow up on Delegate’s orientations.
• Contributes to local proposal drafting as requested; review and edit final versions.
• Facilitates coordination between among key staff members of Child Protection, Camp Coordination, Administration and Logistic teams.
• Organises internal coordination meetings and workshops for cross-departmental issues and planning purposes.
• Organises, maintains, and supports a ‘back up’ system for key Tdh staff for coverage during work absences.
• Networks with other NGOs and entities in the interest of information sharing and best practices

General Administration ad Logistics
• Maintains signatory schedule for purchase and payment authorisations.
• Verifies that communication procedures are followed and expatriate staff can be reached at all times.
• Verifies periodically the Logistician stock management and inventory controls.
• With the Administrator in Geneina and Administration Coordinator in Khartoum, reviews monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations.
• Respects transparent management procedures as defined in the Tdh Sudan staff Manual of Operations and in respect of the salary scale

Human resources management
• Works with Expatriate Coordinators to encourage and empower Sudanese National management and coordination staff.
• Raises any questions to DEL and/or ADM regarding Tdh compliance with basic requirements of the local law in respect to employment conditions and related matters.
• Leads and manages programming staff, encouraging effective team work and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches.
• Coordinates with DEL and ADM to assure accurate leave and R&R planning for expatriates and Khartoum sourced staff working in Darfur and implements annual plan of staff leave days.
• In coordination with the CPO and CLO, assists in staff resource planning: job descriptions, recruitment, induction and training for all staff as appropriate.
• Ensures regular performance appraisals every six months for all staff, and encourages the personal development plans and the identification of training needs.
• Ensures that project coordinators conduct disciplinary and grievance procedures and exit interviews, as necessary.

Reporting
• Produces a monthly report per format in Sudan and submits to DEL
• Using field perspective, integrates context assessment of Darfur into reporting and communications; identifies geopolitical trends and indicators which may impact programme activities
• Produces the Darfur monthly UN progress reports as required
• Oversees update of quarterly camp profiles
• Reviews and comments on institutional donor reports drafted by HQ and DEL
• Ensures timely submission of monthly Situation Reports by project coordinators; facilitates follow up on support department tasks.

Representation
• Ensures overall Tdh coordination with the UN agencies and government (HAC) in Darfur including the sharing of information and reporting. In coordination with the DEL, guarantees that all formalities required by the government are prepared properly, kept up to date, and presented punctually.
• Attends or delegates attendance to appropriate external humanitarian meetings, both general and sector, in order to ensure Tdh’s aims and activities are shared with humanitarian partners.
• Acts as the local Tdh focal point for monitoring visits and local queries posed by donors.

Security
• Respects Terre des hommes security procedures in Sudan, and verifies with Logistician regarding readiness in adherence.
• Insures in coordination with the Logistician that Tdh inpats and expats are aware of Tdh security procedures and follow them
• Receives primary indications for security matters from the Logistician, but is open to and shares information from a variety of sources (Inter-agency coordination, INGOs, staff, beneficiaries)
• Verifies Logistician regular update of 1. Security plan documents, 2. Reporting of staff lists for UN evacuation plan, and 3. Existence and correct update of emergency kits.
• Receives reports from Logistician on weekly and ad-hoc security meetings and shares security information from weekly interagency meetings. Makes recommendations to Delegate to take decisions for changing the security level, including enacting hibernation and/or evacuation plans.

Key Required Skills and Experience
University degree in development, international relations or a related field, master’s degree preferred;
Good knowledge of emergency humanitarian environment (NGO, UN, Donors…)
3-5 years of overseas experience (ideally in Africa) in program management
Substantial management experience as well as strong organizational, interpersonal, and communication skills;
A good “protection attitude” ,i.e. an ability to understand human rights issues, listen to people’s problems, curiosity, objectivity and a sense of fairness, judgment, a commitment to human rights, people’s participation and empowerment;
Experience in and report preparation and writing;
Fluent written and spoken English, Arabic a plus; Ability to read, to analyze, and interpret technical procedures, or governmental regulations
Ability to effectively present information and respond to questions from project managers
Ability to live and work in a harsh and isolated environment, to handle high pressure environment, and to be flexible
The work environment in the field site office involves everyday risks and discomforts requiring safety precautions. Red R security training or equivalent required (Bioforce).
